Make chart refresh more visible as filters/data is adjusted

What is the challenge?

When a user is creating a chart and adjustments are made, a refresh is needed.

The refresh toggle is not visible enough.

What is the impact?

Delay in updated data displaying in charts, a user will often do a browser refresh instead of the prompted refresh.
