Ability to merge ideas across workspaces Merged

What is the challenge?

We have 5 different workspaces for ideas but all of them are visible in one idea portal. Some of the ideas are duplicative, however there's not a way to merge the idea if they're in different workspaces.

What is the impact?

We cannot merge ideas if they're in different workspaces which results in duplicate ideas.
