Allow immediate delete for brand new workspaces

Currently workspaces can only be archived. They cannot be instantly deleted.

This is a great safeguard to prevent real workspaces from actually being deleted. However it causes problems when you accidentally create a workspace as a line, or vice versa. When this happens the workspace prefix is locked for use in new workspaces, even if it was immediately archived after creating it.

We should allow workspaces to be deleted if they meet certain criteria such as age (just created today) or records (under a certain threshold.)

We’ve added support for immediately deleting workspaces when you need to remove one right away.
In addition to archiving, you can now permanently delete a workspace at any time using a confirmation step. This makes it easier to clean up accidentally created workspaces and frees up the workspace prefix without waiting.
