Allow custom layout for Work Request (To-do) Merged

When teams are requesting work for cross product workspaces, having additional fields like "Release" and other custom fields will help prioritize work requests. Currently only option is to add additional details in description. If existing fields with list values can be added then teams will have better understanding on work requests.

    This idea was accidentally linked to a work request enhancement that recently shipped:

    Accepting a work request now displays the record's create modal. Previously, records were automatically created, bypassing the create modal altogether.

    We will continue to monitor feedback on this idea.
