Ability to add custom tabs to initiative layouts Merged

It would be great to have the ability to create custom tabs in the initiative layouts and use that as a way of grouping fields. For e.g. we have reporting fields for each initiative that need to be updated only on a monthly basis. Having this on the main layout would be confusing and too much info.
