Add a virtual user as activity owner

Managing hundreds and possibly thousands of users with no integration with an HR platform to sync user activity/eligibility is problematic and a huge administrative burden that could be easily solved by the implementation of virtual users as potential assignees. As there's no risk for virtual users being in the platform after the actual individual has left the company like there is with user accounts.
