Re-use custom fields in any item type

It's cumbersome to need a unique custom field for the same data across different item types. It would be more efficient to be able to use a single custom field in multiple item types.

When adding Product permissions to users it would be useful for the top headings to be visible as you scroll down.

As we have a reasonable sized product portfolio, it can be difficult when creating users and assigning product permissions to see which column is which as the column headings are not frozen.
