Limit timeframe archiving permissions
Right now a timeframe can span multiple products and initiatives, allowing reporting across products of all initiatives in a given timeframe. Archiving a timeline can be done by any Product Owner, but can result in archiving of initiatives that are not owned by that product owner. This can negatively impact reporting and visibility.
The ability to archive Initiatives shouldn't be based on the timeframe value but status. Timeframe can be leveraged by multiple resources, long in range, or not accurately updated. The status reflects a "done" state and if something should be archived.
