Integration by status

I'm not sure how much demand there would be for this, but I've had a need a few times for it so I'm going to suggest it.  I would like to be able to limit automatic integration of new requirements if they are in a certain state, such as New.  If a feature has already been integrated with another system, such as VSTS, then when you add new requirements, they are automatically sync'd.  I would like to be able to withhold a requirement so that the dev team who is working out of VSTS doesn't start working on it right away.  I know that I can change the integration to be manual but that would cause a lot of extra work for those infrequent instances when I have exceptions.
