Only display Tags in dropdown that are relevant to the Product Merged

Currently, when you are in list view, and want to apply a Filter by Tag; the dropdown Tag list displays every single Tag that has ever been set up.

 

I would like the dropdown list to only show the Tags that have been created against the particular product - not display everything.

    Just as a further to this idea it would be great if the tags could be set either as global or local to the Product.  We have tags that cross all of our products
