When adding a To Do to a feature, I'd like my team to be able to update a status for each item, like not started, in progress, stalled, etc.

Thank you for your idea. To-dos are meant to track a simple pending or done status. For work that requires a more complex workflow, we would recommend using requirements which can have customized workflows to track any status needed.
At this time given the flexibility of workflows for other records we are unlikely to implement this idea. We hope you can understand.
