Allow the Release date to provide dependencies Merged

Currently, the Release Date milestone cannot drive or be driven by a preceding phase or milestone this would be a useful feature to simplify tracking of the overall schedule. 

For example, the Production phase immediately preceding Release Date slips 2wks.  Right now, there is no way link the Release Date so that it slips with the Production phase so it can artificially look like the Release Date of the feature/product is not impacted

Possible implementation:

• Original Release Date remains as a shadowed diamond as reminder of original target
• Updated Release Date appears as a different color  (e.g. red)
  • These two items could be cleared with some kind of command within the Release Date record
• A notification would appear on screen/sent via email to appropriate recipients to tell them that there is a schedule impact
  • This notifiication should be customizable: to have it/not have it; whom to send it to; send it only if slip is X wks after original target, etc
