Stop hiding controls until a user hovers over them!

Examples include the ... icon you have to find to be able to push an update to Jira. In general, this is just bad UX. How is a mobile user supposed to click on that? I use a touchscreen Surface - how do I know i'm supposed to touch empty whitespace on the screen to make this button appear?

It's also bad for accessibility for visual or physically disabled users. Some of the accessibility rules in WCAG 2.0 might be helpful to incorporate as general design principles for your UI.
