As an admin managing users, I want visibility of "product access" headers when I scroll down into long product list

today, when trying to assign someone a access level to a particular product, I scroll down to that product, but at that point, can no longer see the headers such as "product owner" and "contributor"-- therefore I have to remember which column of dots matches my desired selection.

Possible solution: move the headers to be above the table listing the indiv products.
