Allow users the ability to re-order Release, Release Phases, and Milestone name rows so that they can visually display Releases and Milestones chronologically and by grouping. Merged

We should visually link milestones to the release phase that they are a part of both chronologically and by means of grouping. For example:

It should be as follows (chronologically and by means of grouping)

<RELEASE PHASE 1>

Milestone 1
- Milestone 2
  - Milestone 3

<RELEASE PHASE 2>

Milestone 1

----------------------------------------------------------

As opposed to the below set up which currently displays chronologically only:

<RELEASE PHASE 2>

Milestone 1
- Milestone 2
  - Milestone 3
    - Milestone 1
