I'm curious why this only merits "future consideration'. The time is already there because it's accessible when viewing history. All we need is to surface that time along with the date when viewing work items without having to dive into the history view. Wouldn't this enhancement just entail a minor formatting change?
It would be useful to see the time that comments were made in addition to the date. If I look at the history of an item, I can get to the comment time but that requires extra steps and some searching.
