Approvals prior to sending to development tool. Merged

We really need a way to "Check" a box that only the "Assigned Owner" of the todo could check as part of the workflow transitions. Ideally there would be a way to set up Aha so that when a release or feature is "Sent to development" it goes into a holding area as a request until the Assigned Owner of the task to approve checks the box...then everything gets sent? A true gate that doesn't allow something to be sent without someone giving the approval?  This is more waterfall, but is a requirement to meet key regulations. 

If denied...the release would go back to the previous structure prior to the send.

This would allow a change control person to review the requested changes and follow the required change control process before accepting it and having it sent to development.
