Add more formattting capability to the notebook description editor Merged

The cover page in the notebook applies has basic formatting capabilities (just like this idea details editor).  In some cases however, there is detailed information going into the cover page of the notebook which can start to look unfriendly.  It would be helpful to be able to have some additional formatting features like being able to insert a page break or adjust the margins.
