Allow Table of Contents on home screen of notebooks Merged

Creating an option to show an auto-generated TOC on the notebooks home page would be a great feature to enhance the user experience of notebooks. We include release notes and many views into a product within a single notebook and there could be 15-20 pages. Trying to manage a home-grown TOC is very tricky and error prone.
