Change default sort-order for comments

We make extensive use of comments in features and releases. We'd like the ability to change the default sort (or sort at all) order for the comments so that newest is on top and goes newest to oldest.

To add to this, we'd like to be able to set this at the global-account level and/or at the product level . . . or maybe at the feature or release workflow level. Point being, I'd like to be able to set it as a setting in favor of manually clicking a sort button when viewing the comments (but I'll take anything at this point!)
