Ability to show scorecard right after New feature is created Merged

We believe that all features that are created should be scored using the advanced equation scorecard we created. It would be much easier to score each feature if their was an option in Settings that the scorecard could pop up right after a new feature was created. Since some features are created way in the future and would not need to be scored, the user could X out if she does not want to score the feature. This would also help our organization become more data driven by providing a nudge to complete the scorecard.
