Make "External release" date optional. Merged

Some products/projects are only released internally and therefore don't need an external release date. Creating one takes extra time, and because it displays with the release, it must be set or it is confusing to see an arbitrary date listed. It would be a time-saver to be able to skip the external release date and then to not have an external date display on reports/views in that case.
