There are now separate integrations for Visual Studio Online and Team Foundation Server, so you can integration with TFS on premise.

Note that you must be running Team Foundation Server 2015 or newer to use this integration since it uses the new REST API that was added in that version.

The documentation steps for setting this up are included in the application where you set up the configuration. As is standard with all Aha! integrations, the configuration page begins with the "Instructions" at the top of the page and the actual configuration set up at the bottom. You'll find the integration in Settings -> Product -> Integrations+. Look for the "Team Foundation Server" integration and click on the Green bar at the bottom to open the page. We'll also be adding a document to our Support Library in the upcoming days but the instructions in the Configuration page should have you covered with your documentation needs.

We have not yet committed to a subscription to Aha, partly due to our lack of confidence that we will be successful having our 25+ product managers follow a manual integration process with TFS.

You also mentioned this would become available when TFS supported REST API for on-premise TFS. It's here, time to get moving: https://www.visualstudio.com/en-us/news/tfs2015-vs.aspx#restapi

I was all geared up to start using Aha! and this really deflated my momentum. Absolutely need this for this tool to have value to my company.

Aha would stand a chance of being adopted as our product management tool of choice across the organisation if it integrated with TFS on premise.  Urban Turtle is in the mix, and that does integrate apparently.  C'mon Aha, you know it makes sense...
