Ability to Enable Slide Headers for Notebook Table of Contents Only Merged

We need the ability to enable slide headers for notebooks for the table of contents section only.

When notebooks have slides that reference notes, the notes already have a title, therefore I would like to disable the slide headers for each of my notebook slides so the title is not repeated. However, I need to keep the slide header/title for the table of contents so that my notebook audience can quickly navigate between slides. Reference attached screenshot.
