Add policies and WIP limits to Features worklow (Kanban) board Merged

The existing feature workflow provides what David Anderson often refers to as 'proto Kanban' functionality. the combination of visualized workflow combined with swimlanes for each assigned person constitutes an 'aggregated personal kanban'. In order for the product team to leverage the workflow as part of a full Kanban system it would be useful to have the ability to define Work In Progress limits for statuses along with the exit criteria policy associated with each status
