"Application reloaded" message shows up too soon

right now the "Application reloaded" message shows up as soon as Elle starts typing recapping what it just did, but it doesnt actually reload the application until Elle is done typing which can take a while.

this creates a confusing experience

the message should not show up until after the application is actually reloaded
