More robust dependency management that treats dependencies like contracts between teams

A way to indicate if a dependency has been proposed to a team, accepted by a team, etc.

It would be extremely valuable if the dependency management functionality were more robust. We want to treat dependencies like contracts between teams. One team requests work from another team and specifies a "need by" date. The receiving team can negotiate that date or scope of work, reject it, or accept it. When an agreement is reached the commitment should be formalized as a dependency item.

We would then need a way to view all dependencies and their status.
