Initiative Inheritance behavior selection Merged

Currently, the initiative drop down in a feature shows all initiatives across a workgroup hierarchy. For organizations with many peer products in a hierarchy, this creates a very unwieldily list.

Improvement would be to add a setting that made an option for initiatives to only inherit directly down a the hierarchy from a workgroup's parents, rather than across the full hierarchy. (similar to the way goals inherit today).
