Allow Portal Users to update Status

We use a Pending Close status to let the Portal User who submitted the idea know that the issue has been resolved or a new feature has been created.  It would be great if the Owner of the ticket could then close the ticket directly or push it back with an updated status that says they don't agree that the ticket can be closed.
