Allow deleting empty rows at the bottom of the user story map

At the bottom of the user story map, I see multiple empty rows.  I click the delete button for empty rows but the empty row is quickly added back so there are always about 5 empty rows.  I can see how this is helpful to make it easier to add additional records.  However, I also want to remove empty rows when I don't want to add more data and want to remove the empty space as it gives the impression there may be additional records lower on the page.
