Need the ability to import and export users with all functionality via CSV

with the recent upgrades and modifications to the Aha platform RE Custom Roles We need the ability to both import new users with this level of granularity, as well as EXPORT users with all the attributes that are applied to their account

The export functionality is paramount, because I don't see any other way to audit my users and ensure that they are correctly setup and only have access and customizations that they are authorized for.

The import functionality is mostly there, but the CSV import process (for users) need to be updated to reflect the recent changes.
