Start/End Date Field bug Merged

There is currently a bug that causes the start and end dates of a Feature to disappear if it is not entered during the time of the creation of the Feature.  The workaround is to enable Capacity Planning to get the fields to reappear.  Rather than using the workaround, we prefer for the fields to always be present. Every Feature does not always have known start and end dates at intake.
