View roadmap to display goals at the highest level

Outcome oriented roadmaps are useful to bring alignement. Upper mgmt will be aware of goals at highest level, and will understand roadmaps which show the highest level goals. Currently if a feature (or master feature) has multiple goals, roadmap view cannot be filtered to show only the highest level goals. Ability to filter for highest goal will ensure various granularity of roadmap view.
