Sync priority-limit position to a custom Yes/No field

Request: Allow a prioritization list’s priority limit to automatically set a selected custom field, such as Above the Line, to Yes for outcomes above the limit and No for outcomes below it. Keep the field synchronized whenever the limit moves or outcomes are reordered.

Why it matters: We prioritize at PLT, Value Stream, and VBU layers. Each higher layer needs visibility into which outcomes fall within the lower layer’s priority limit. Manually maintaining flags or separate numeric cutoff rules duplicates work and risks inconsistent data. The priority limit should be the single source of truth.
