Skills should inherit from workspace line to child workspaces

What is the challenge?

• Skills created at the workspace line level do not appear in child workspaces, even though Requests, Instructions, and Agents all inherit correctly from the line today.

What is the impact?

• Customers configuring standards across their workspace hierarchy expect Skills to behave consistently with Requests, Instructions, and Agents. When Skills don't inherit, teams have to manually recreate the same skill in every child workspace, which defeats the purpose of standardizing at the line level and creates drift between workspaces over time.

Describe your idea.

• When a Skill is created at the workspace line level, it should cascade down and be usable in child workspaces, the same way Instructions and Agents already do.
