"Best estimate" per initial and detailed estimate only

What is the challenge?

• currently the best estimate is based is calculated as the Detailed estimate (where there is one) minus the Logged effort. we need it (or a new field) to rely only on detailed estimate (if exists) or initial estimate

What is the impact?

• To calculate planning accuracy (that talks about original estimation vs. actual investment) I need a field that will take into account only the estimation part and not rely on the logged effort,
