Add an option to use no release phase template by default

What is the challenge?

• If a release template exists it is automatically set as the default release template within your workspace.

• There is no way to set the default to not use a release template, without creating a blank release phase template and making that the default in the workspace settings.

What is the impact?

• Teams end up with release phases they do not want, which creates noise and confusion in release records, or admins have to maintain blank placeholder templates purely to avoid applying meaningful templates by default.

Describe your idea.

• Add an option in workspace settings to use no release phase template by default.

• This should allow admins to leave the default template setting blank, so new releases can be created without automatically applying a template.

• Teams that want to use a release phase template should still be able to select one manually when needed.

• This would preserve flexibility, and remove the need for blank-template workarounds.
