Add API endpoint for ideas portal email domain allow list

What is the challenge?

• We need a private portal for security reasons. We have a large number of customers (thousands) and no existing identity provider to use for SSO. We want to add the email domains via the API from another system, but there is no existing API endpoint

What is the impact?

• We will need to maintain the email domain list manually, which will be time consuming
