release timeline to remain when scrolling starter roadmap

when using the starter roadmap using features as the focus for the roadmap it would be great to see the release timeline always present at the top of the window when scrolling around the roadmap so you always know what features are being release when.

without this it make it very difficult to understand the feature in context to the release plan

keep the release timeline present just below the moth/quarter/custom timeline.
