Weekly Ideas Portal Emails for Aha! backend users (SSO)

The Weekly Digest emails from the Ideas Portal are a fantastic summary and help to foster engagement with the Ideas Portal - however, they are only sent to external users, not to employees who use SSO to log in to the portal with their Aha! backend users.
Backend users only get the standard notification emails which aren't as beautiful as the weekly digest, and they also contain other stuff which creates noise.

Stakeholders aren't getting the same experience as customers which is weird and inconsistent. Internal stakeholders are often a great source of feedback as they talk to a lot of users daily - anything that keeps them up-to-date on what happened to their ideas is helpful.

Allow sending of weekly digests for a specific portal also for Aha! backend/SSO users, not just for portal users. They should be able to do the same config as portal users, admins should be able to config the notifications for them as they often don't have the time or headspace to dive into this.
