Improve logic of workspace user count

Currently in the workspace hierarchy, you can see a user count, but today it is only counting those users who are specifically assigned permissions at that exact workspace or line and does not factor in those users who inherit access from a parent line

This is a misleading number of users engaged with workspaces

Either make it count how many users have access permissions to the workspace or line or make it reflect recent active users in the workspace
