Allow me to delete tags attached to records

What is the challenge?	You cannot delete tags attached to records, despite the UI warning that deletion is permanent.
What is the impact?	Tag clutter and confusion, inability to correct mistakes, inconsistent UX, and noisy reporting/organization due to un-deletable tags.
Describe your idea	Enable tag deletion in account settings.
