Apply Custom Layout (Initiative) to Product Line

Unable to apply a custom initiative layout to initiatives created at the product line level.

Incomplete roadmaps and reporting since the initiative (while it can be created) does not have the meta data fields needed (from the custom layout) for our roadmap needs.

In Custom Layout section, allow a Product Line field.
