Allow moving document/whiteboard templates to new workspaces or lines

Currently, once a custom whiteboard or document template is created, it remains in the workspace or workspace line where it was added and cannot be moved. If you need to move a template up to a higher level or down to a lower level to either expand or limit the audience, you have to re-create the template. This takes multiple steps. Instead, if would be great if there was a "Move" option in the "Actions" menu in the template list, allowing you to move the template to a different level that you also have access to.
