Ability to vote against an Idea Merged

As an end user I do not have a way to vote against an idea. The only thing I could do is to write a comment, but that does not clearly represent if a majority is against of implementing an idea.Additionally, there is no way to know if there is an idea that I am not in favour but I do not care either if implemented (like a neutral position).

This is key for the review process to decide if an idea will be implemented or not, as there should be some sort of assurance that majority of stakeholder territories of a system have at least reviewed the idea before taking a decition.

Add ability to downvote or indicate a neutral position on an idea.
