Restore the + icon for creating a new ticket back to the ribbon Merged

What is the challenge?	The challenge is that Aha is moving frequently used features and making it harder to find what we need.
What is the impact?	Time wastage finding where the + had moved to. This was totally unnecessary as there is plenty of space available.
