Make Description Boxes More Predictable

What is the challenge?

The description box/field under any work items tend to be a bit unpredictable when working "normally". Something about the interface makes things jump around unpredictably and you might not actually end up making the edit you were trying to do. I've seen this mostly occur when adding in screenshots or links. Sometimes happens when using other rich text features like /note and such.

What is the impact?

More time spent fussing around with the description text boxes.

Describe your idea

Address description field functionality and focus on ensuring that things such as pasting links and media don't disrupt and more the editing cursor to locations where the user is not expecting.
