Option to "Replace" a custom table row with another custom row

What is the challenge?

Configuration:

• Custom table with a list of company departments

• Custom field on ideas, that references the department custom table.

• When the company departments change, I need to replace one custom table row (department) with another, while maintaining the correct department link on the idea records

What is the impact?

There is not a way to currently "replace" custom table rows, so this would need to be done manually via CSV or API, which is challenging at scale.
