Releases available in develope - not just parking lots

What is the challenge?

We have "developer users" planning their work and sprints in the form of releases. However when their releases are marked as done - there is no pushing incomplete features to the next release. (this is because it's a parking lot)

What is the impact?

Workflows are highly manual - work slips through the cracks. this is already solved for in product workflows/ workspaces, but our users do not need such level of access.

Describe your idea

Enable releases in Developer workspace to be true releases instead of parking lots.
