Share idea comment visibility to all users within an organization Merged

What is the challenge?

Currently if different users from the same account add private comments to an Idea which is public it's not possible to change the idea comments to be visible only to that account and internal users. Either the comment is public to all or private to the single user and internal users

What is the impact?

Users from the same organization cannot see each other comments or ask the same questions in private comments

Add the option to make comments viewable to all users from that account in addition to private to the user + public
